Program Description Document (PDD)
Per the Non-Standard Municipal Separate Storm Sewer System (MS4) Permit (issued April 30, 2021, effective November 1, 2021), the permittee must develop and maintain records in the form of a program description document (PDD). The PDD document must meet the requirements outlined in the MS4 Permit.
Requirements subject to a compliance schedule do not need to be addressed in the PDD until the due date set in the compliance schedule, as specified in Part 1.H. Compliance Schedule of the MS4 Permit.
The PDD requires a list of citations for all documents and electronic records used to comply with permit requirements. This includes:
· The name of the most recent version of each document or electronic record
· The date of the document or electronic record
· The location(s) where the supporting documentation is maintained.
The PDD must be available to the Water Quality Control Division within a reasonable timeframe upon request.
The information in the PDD may be revised by the permittee at any time. The permittee must update the PDD as changes occur to ensure the information remains current.
